Restaurants and bars, they come and they go. Here are a few making their debuts and bowing out this week.

Prospect Heights mainstay Tavern on Dean is closing at the end of the month after 10 years in business. The Atlantic Yards project may be to blame.

West Village Philippe spin-off Philippe Chow Express has closed. Apparently, it was just "a prototype to launch in shopping malls and airports," and is now moving to the suburbs.

Lower East Side burlesque bar the Slipper Room is closing down this month, only to reopen in a brand-new theater to be built on the exact same corner.

Brooklyn Bridge Gardens bring American food with an Italian accent to DUMBO. The highlight this summer will surely be the 80-seat garden.

The Kimberley Hotel in Midtown gets a schnazzy new lounge, Upstairs, complete with blue Belgian marble-topped bar, antique smoking chairs, and riffs on classic cocktails.

Moutarde Café in Park Slope has been reborn as Moutarde, Le Bistro de la Rue. Expect simple and affordable French dishes, with most main course cooked and served in skillets.

Long Island pizzeria Eddie's has finally come to Manhattan in pimped-out truck form: surround sound, flat-screen, and Wi-Fi. Look for its signature 10-inch "bar pies."

Former Tavern on the Green chef Brian Young has launched Hudson Hall in the Hudson Hotel, his take on the college dining hall experience.
