The Case of the Hot Dog Fraud
Three hot dog vendors in New York had a plan to beat the Health Department system. According to the New York Post, the men invented aliases, Social Security numbers, and addresses to apply for new permits every time they accumulated too many fines for health-code violations. That way they could start from zero and sidestep the pesky part of the registration process that requires all summonses to be settled before a new permit is given out.

Their plan seems to have failed: The three men, who owe the city $400,000, $300,000, and $259,000 respectively, were found guilty in an administrative hearing. But none of them showed his face in court.
