A 14-year-old was pulled into a car and thus victimized on Sunday night, and police believe, for reasons unmentioned, that the "clean shaven man with black spikey hair" who did it is the same man who sexually assaulted a 4-year-old girl last year. Assemblyman Dov Hikind offers a $20,000 reward for the assailant's apprehension.
