Mayor Bloomberg offers you a place to put your tax refund, where it will draw interest at "2 to 3 percent" and be supplemented (up to $250) by 50 percent matching funds. So if you can afford to put that tax refund away instead of spending it on food or clothing, get up from that library computer, find a pay phone, and see to it!
