animal rights protests. But next year they may not get to: the

ban circus elephants and other wild animals from the city has nearly enough votes to pass. (Zoos seem to be exempt.) The bill still might not go through -- for one thing, other animal-rights measures like Tony Avella's
anti horse-drawn carriage bill have long lingered in the council, and speaker
Christine Quinn is said to be unenthusiastic about this one -- but the near-majority of confirmed supporters makes it more likely. Then we'll get to the horses, and then to those people who dress their
