State report: Con Ed partly responsible for death in Queens explosion
A state report says that Con Ed's flawed procedure for responding to gas leaks was responsible for the explosion which killed 40 year old Ghanwatti Boodram in Floral Park. Among other mistakes, the report cites a dispatcher who didn't prioritize the potential emergency over routine calls, and a crew which measured high levels of gas fumes without warning residents to evacuate. 
At the time, Mayor Bloomberg chided anyone who precipitously suggested that Con Ed might be responsible, telling the News "it may be just one of those things, an accident, that happens."
