At Cy Vance Swearing-in Ceremony, One Mayor Missing

Mike Bloomberg couldn't make yesterday evening's giant swearing-in ceremony at the Great Hall at City College for new Manhattan District Attorney Cy Vance. Ex-mayor Ed Koch was there, as was David Dinkins, who gave a sweet speech hailing Vance as someone who cared as much about preventing crime as prosecuting offenders.

Had he attended, Bloomberg would have had to be introduced. This might well have risked the likelihood of scattered boos from the 1,000-person crowd, some of whom were undoubtedly irked by the mayor's last-minute aspersions against outgoing D.A. Robert Morgenthau that the legendary lawman had secretly squirreled away millions his office had won in fines. The throng showed its allegiance by giving three separate standing-O's to Morgenthau who gave Vance his crucial backing in the race.

But if Bloomberg couldn't make it, his top lawyer, city corporation counsel Michael Cardozo, made it his business to be present. Cardozo was Bloomberg's point man in the Morgenthau feud, but he's attended several recent events with Vance and the two are said to get along just fine.

The city was best represented by the members of the New York City Housing Authority Youth Chorus which sang several splendid numbers including one with the refrain of "Yes you can," a tune that fit the occasion for the outgoing D.A. and his 35 years on the job, or the incoming one who, as he said in his own speech, had to fill some "large boots" left behind by his own famous father, the former Carter-era Secretary of State. His dad's advice had been that the only way to do it was through teamwork, Vance said.
