• Israel and Palestinian will reportedly return to negotiations for the first time in almost two years. Israeli prime minister, Benjamin Netanyahu, and the president of the Palestinian Authority, Mahmoud Abbas, will probably be invited by President Obama to Washington in early September to start negotiations, which will tackle issues like "the borders of a new Palestinian state, the political status of Jerusalem, security guarantees for Israel, and right of return for Palestinian refugees." Hillary Clinton is expected to announce the talks today. [NYT]

• Scientists are will release nontoxic gases and fluorescent particles into the Boston subway system today in an attempt to study how biological warfare might impact the city in a terrorist attack. Bostonians, if you smell something, say something. [Yahoo]

• Mudslides in northwestern Chinese have killed 1,407, with at least 358 people still missing. [CNN]

• People and businesses who get a lump-sum payout from BP's $20 billion oil spill compensation fund will probably have to waive their right to sue BP as well as the other major defendants involved with the spill. [NYT]
