The Great Maybe-Tornado of 2010: Tornado Spares Voice

We're still waiting for confirmation on whether the tornado that ransacked Staten Island, Brooklyn, and Queens last night was actually a tornado -- investigators are out trying to determine whether patterns were "swirling" or otherwise, and the National Weather Service responded to our call for info with a rather hasty "they don't know yet." But in the meantime, we'll ask you this: How can something that caused the following destruction be dubbed a "thunderstorm"?

Seriously, isn't there an honorary tornado clause applicable with the knocking down of 20 or more trees written somewhere in New York's bylaws?
