Man Just Can't Keep His Pit Bulls on a Leash

​A Pennsylvania man has become the city's foremost dog scofflaw (a word whose existence I was unaware of till today!), having racked up $8,000 in tickets for letting his dogs run free in Bronx parks. William "Willie" Carrasco, 43, of Bethlehem, Pennsylvania, lets his pit bulls Precious and Spartacus stay footloose and fancy-free because it's better for their digestion: "His babies need to run around before they feel nature's call, the unemployed father said." Precious and Spartacus will not be denied.
