For those of you who's heart bleeds for these poor "homeless" people, please read the original NYT article. It states that these people are not just poaching, they are leaving tons of refuse, including beer cans and needles.

NEEDLES! Not exactly the leavings of some poor guy that can't find a job. These are junkies and alcoholics. Stop feeling sorry or them. Society has always had a bottom rung. People who don't want to work. Who would rather beg enough to get a bottle, than work to build a life.

They are homeless, which means that they do what they must to survive. Apparently the system isn't working all that well for them, so they have to do this. You would to if you were in their shoes.
