De Blasio Report: Uptown Has the Worst Landlords

According to NYC Public Advocate Bill de Blasio's Worst Landlords Watch List, Manhattan's worst-run buildings are mostly in Harlem, Washington Heights, and Inwood. Forty five of the 56 Manhattan buildings on the list are in those areas. Four of the lowest performing five are in Harlem and one is in Washington Heights. Each of those has over 240 violations. The top five worst landlords are:

#1 -- 1071 Home Corp, 1178 hazardous violations in 8 Watch List buildings #2 -- Maristanc Corp, 654 hazardous violations in 1 Watch List building #3 -- Carroll Place Associates LLC, 577 hazardous violations in Watch List 2 buildings #4 -- 2239 Creston Ave Co LLC, 536 hazardous violations in 2 Watch List buildings #5 -- Lawrence Price, 485 hazardous violations in 1 Watch List building

All of the Watch List buildings "have a minimum of two hazardous housing code violations per unit such as lack of heat or hot water, lead paint, toxic mold or broken plumbing." There are 317 landlords total on the list. The worst landlord of them all is Josh Neustein of 1071 Home Corp.

City Council member Ydanis Rodriguez, who represents Washington Heights, told DNA Info that "Our area has been struggling against landlord neglect for decades; most of the buildings here are more than 70 years old, and require consistent repairs."
