Harlem Residents Blast 125th Street Rezoning 'Sellout'

“You are the Aunt Jemimas, you are the Uncle Toms that have showed us that you don’t stand for the people who put you in office!” bellowed Sikhulu Shange, a member of the Coalition to Save Harlem and a local business owner who was part of a small but vocal group of Harlemites who made the trek downtown to tell off their elected officials before the city council’s vote on the plan to rezone 125th Street.

“Traitors!” another man interjected, as others held up posters demanding the recall of city Councilmembers Inez E. Dickens, Robert Jackson and Melissa Mark-Viverito, the three Harlem representatives who have pushed forward a modified version of the rezoning plan.

Their protests continued inside, where many were removed by police officers after refusing to quiet down; Their cries of "sellout" and "liar" were disrupting the city council's vote on the rezoning. Ultimately, the council voted overwhelmingly for the plan, which will change the face of 125th Street from river to river.

The rezoning has stirred months of rallies and protests, which Harlem's city councilors had hoped to quiet after they made significant modifications to the plan last month. At the 11th hour, Councilwoman Inez E. Dickens, whose district encompasses the commercial core of 125th Street, brokered a deal that lowered maximum building heights from 29 stories to 19, mandated significantly more affordable housing, and called for the renovation of the community's beloved Marcus Garvey Park.

While the modified plan sounds good on paper—the 46 percent affordable housing clause has been hailed repeatedly as an unprecedented—opponents say it's largely smoke and mirrors.

"It's bogus," says Sharifa Rhodes-Pitts, a member of the Coalition to Save Harlem. "It's typical of a kind of politics that seeks to promote a system of exchange like, 'you buy our neighborhood, but make sure our park is renovated.' The renovation of Marcus Garvey Park is a real red herring. We never heard people ask for that." Rather, Rhodes-Pitts says that during community board hearings and public meetings, residents expressed a desire for assurances that real jobs—not part-time, minimum wage positions—would be brought to the area, and that the "affordable housing" would be actually affordable to Harlem residents with a median household income around $22,000. In the modified plan, only about 200 of the out of a proposed 3,858 units would be set aside for families earning $28,520 and less. "If you look at what people wanted and what’s in her compromise, there is no connect," Rhodes-Pitts said.

Others claim that the 46 percent affordable housing, considered the biggest win for Councilwoman Dickens, is misleading. Julius Tajiddin, who sits on Community Board 10's housing, land use and landmark committees, has demanded clarifications about the additional affordable housing that was added to the plan, but has so far received no response. His questions arose after reading a memo to Councilwoman Dickens that indicates some of the added "affordable" units will be built outside the area to be rezoned. One of those sites, where 300 units of affordable housing will supposedly be built, is actually at 131st Street and Park Avenue, six blocks from the 125th Street rezoning.

Essentially, said Tajiddin, rather than mandating that developers building luxury condos along 125th Street include more affordable units, the modified plan simply grabs nearby projects—city-owned sites already slated for affordable housing —to inflate the total number of affordable units. (It remains unclear how many of the additional "affordable" units will be outside the rezoned area.) "This plan stinks," he concluded.

The opponents don't plan to let up. One neighborhood group, Voices of the Everyday People, has asked for a temporary restraining order to stop the implementation of the plan. They will be in court next week to argue that the way the modified plan was approved violated the community's right to due process. Meanwhile, another protester told the Voice that the calls of "liar" and "traitor" will be heard again soon—at Councilwoman Dickens next fundraiser.

What does that prove? That only people who can afford to own homes in New York have a say in what happens to their neighborhoods? That's a real "modest proposal..."

It seems Ms. Tucker spent no time interviewing the majority of Harlemites to get the other side of this story. I guess the Voice is for the loudest, not necessarily the many. These vocal opponents don't understand that by blocking this plan they would be undermining their ultimate goal of keeping white/middle class people out of Harlem. Without this plan gentrification would only be faster and unchecked by proper zoning.

It seems to me that if you are against this rezoning, you are against a cleaner, more beautiful Harlem. It takes big money and big business to come in and clean up any area that has been neglected by its residents for so many years. You can't expect people to invest their money without making some changes. Good changes, that everyone will reap the benefits of eventually. Enjoy it!

Movement for Justice in El Barrio says:

To Our Fellow Members of the East Harlem Community,

On Wednesday, as predicted, the Council Member who is supposed to represent our district, Melissa Mark Viverito, voted in favor of the 125th Street rezoning plan despite fierce community resistance from across Harlem. Although we are not directly affected by this proposal, as Movement for Justice in El Barrio, community members of East Harlem, we are against the plans that the Council Members and city government have to displace communities throughout Harlem.
Movement for Justice in El Barrio was present to witness Melissa Mark Viverito in action at the Chambers of the City Council.

Around 100 community members, mostly African American and Latino, from across Harlem were also present, relegated to the balcony of the Chamber to witness the vote and to express a passionate dissent, while the supporters of the plan were given special place as honored guests in the front of the Chamber.

Nonetheless, the voices of the people came raining down strong as each of the three Council Members had their names called for role call, Robert Jackson of West Harlem, Inez Dickens of Central Harlem and
Melissa Mark Viverito were all booed with shouts of “sellout” and “liar.” When Inez Dickens started as the first of the three council members to speak, the people’s voices continued strong, united and angry as they listened to the manipulations and lies from the
politicians that claim to represent their community.

But, as we know, the Council Members prefer to cast their votes against the community in secret and out of the public eye. As Council Member Robert Jackson took the podium amid continued dissent, he made the special demand that the balcony be cleared and the house be
emptied.

As the police swarmed onto the balcony to remove the people from their seats, Melissa Mark Viverito made her stance towards the community clear and stepped up to defend the proposed plan, one which she had played a special role in orchestrating and devising and was aggressively pushing forward in the City Council. For the first time, she turned to face the people, she stood up and walked over to stand next to Jackson with her arms crossed, and in a show of force and
intimidation she stared the people down as they were removed from the balcony by the police while singing “We Shall Overcome.” Other Council Members followed the lead of Melissa Mark Viverito and Robert Jackson
and joined this face-off between the Council Members of Harlem and the people who they claim to represent, as the people were removed from the chamber by the police. It was long before the Chamber was emptied,
and the people were forced out to the streets so that so-called “democracy” could take place among those with power.

So, the community could not be present to hear whatever manipulations, lies, or pretexts Melissa Mark Viverito shared with her fellow council members and an empty room, but the vote speaks for itself, the council members voted in favor of this devastating plan in a vote of 47-2, with the sole dissenters being Charles Barron and Tony Avella. Once again, Melissa Mark Viverito was able to cast her vote behind closed
doors and free of the scrutiny and dissent of the public.

We know that Melissa Mark Viverito claims to be anti-displacement, but we have seen time and again that, despite empty words and media stunts, when it comes down to the moments in which she actually
exercises her power in the form of votes in the Council, she votes against the people and for displacement. In addition, she exposed her attitude towards her community very clearly as she collaborated
in an unusual show of force against a public made up predominantly of people of color. We will not buy into her efforts to trick the people while she gives Harlem away to corporations and slumlords! We will never forget her votes in favor of displacement in West, Central and East Harlem!

We ask all people of good will and good conscious to circulate this report widely to all those who are interested in stopping displacement in our community in East Harlem.
