From Liberty Street to Vesey Park, and from West Street to Church, the area around Ground Zero will "be placed within a security zone, in which only specially screened taxis, limousines and cars would be allowed through 'sally ports,' or barriers staffed by police officers, constructed at each of five entry points," according to an NYPD plan. In 1998 Councilman Tom Duane called the fabled SRO Allerton Hotel "the biggest problem that lower Chelsea has had for as long as I can remember" (NYT, h/t Jeremiah's Vanishing New York). In 2006 and 2007, patrons of TripAdvisor reported, "It's not a hotel, it's a homeless shelter. Why it has a website and all is beyond me," and "this is indeed a Welfare/homeless shelter -- I live one block away and cringe each time I must walk by this hotel.."
