Digital TV Delay Defeated in House

tvdonebroke.jpgReady or not, you may still have to switch from rabbit ears to digital TV on February 17. The Obama Administration has been trying to push back the deadline established in 2005 by Congress to June, and got it through the Senate, but yesterday the House failed to reach the two-thirds majority required by the limited-debate "special process" by which they were trying to speed it through. They'll try again to pass the bill, which is supported by the National Association of Broadcasters, next week.

The delay was proposed because, basically, a lot of people aren't ready for it (including, by Nielsen's estimate, nearly 10 percent of black and Latino households). Congress budgeted a voucher system that would allow up to 4.3 million viewers to get a government-financed converter box -- but 7.2 million people have applied for it. Plus, says Iowa State communications professor Jeff Blevins, the 2005 Congress expected "that many consumers would go out and buy new televisions, upgrading to flat screen HDTVs. The economic slump has dampened that expectation." He adds that many cable companies have used the switch-date as an excuse to "upgrade" their service packages, which also "increases the cost of transition for consumers."

Blevins understands the logic of the FCC digital standard program, which has been in the works for years. "You want all your broadcasters to use the same standard so there is some consistency," he says. "But why not wait until there's some consumer demand for that?" (Image via edub tv.)

Sorry, but this article is perpetuating a piece of misinformation that's being pushed by the television and consumer electronics industry to make more money off of people.

"Rabbit ears" work with digital TV! People who are receiving analog TV through an antenna to buy a converter box, but they will continue to receive the signal through the air with the same antenna. The vast majority of households don't actually have to buy the "digital antennas" being promoted. Misinforming people that they need lots of expensive equipment to keep getting TV is of course also important for pushing everyone into paying for cable as well.

So it's not a "switch from rabbit ears to digital TV." Please change the wording in this post to stop the misinformation campaign.

I'm glad this got stopped in the House. I completely understand the concern of broadcasters at possibly losing a good number of their viewers (for a while) with the switch, but it has to happen some time and the Feb. 17 date was etched in stone long ago. It took forever just to get that date set. My understanding is that the demand for vouchers may have exceeded original estimates but the warehouses are well-stocked with available converters and while not everyone may have a voucher today the pool of vouchers is supposed to be bottomless; funded by those paying for the radio spectrum to be freed by the change. Most broadcasters are continuing to operate two transmitters (analog and digital), doubling their already significant electric bill (and wasting precious energy while adding to the global warming problem). On-air spots about the change and how to get a converter have been airing for months (ad-nauseum). Anyone who hasn't seen one and taken action by now isn't likely to miss much. It is long past time to bite the bullet, make the switch and free up that wasted spectrum and energy.

Some broadcasters aren't ready, either. The Cleveland PBS station, WVIZ, is broadcasting digital at 1000 Watts until mid-spring, when the ice melts and they can put up their new antenna. This covers a little more than Parma (hi peeps), which doesn't help my parents near Akron.
