Why a nice looking fellow with such an obviously brilliant future like Trevor Scotland, a TV producer who served as chief operating officer for the city's NYC-TV station since 2004, would want to scam the city out of a meager $60,000 is beyond us. But there it is:

Arrested today was Scotland, 38, and his alleged cohort, Vincent R. Taylor, owner of VRT Multimedia, Inc. The duo were charged in a case brought by the city's Department of Investigation and Manhattan U.S. Attorney's office with diverting money paid by advertisers that should have gone to the city.

According to a complaint filed by Robert Ryan, criminal investigator for the U.S. Attorney's office, Scotland and Taylor stole payments from more than half a dozen advertisers including Miller Brewing Co., Theatermania.com, and -- our favorite -- Brainpop.com.

Scotland was such a good producer and promoter (of himself as well as the station) that he got himself written up in the Daily News last year for shows like "Secrets of New York." "We didn't want to be just another public television station," Scotland told the News. Well, he got that right.

Elsewhere,the hunky producer was profiled in Uptown magazine where he plugged his show "Man Up" -- "designed to reveal things men want to accomplish before they're 40."

Here's the money quote from that puffer: "I've always been curious about how things work and arrogant enough to think that I could make them work better."

And here's DOI commissioner Rose Gill Hearn who helped lock him up today:"These charges describe an avaricious scheme by two individuals to skim more than $60,000 in fees from a City-operated television station. Most troubling is that the COO, instead of protecting his station's and the City's interests, is charged with exploiting his executive position to line his own pockets."

Hearn said that DOITT -- the city's Department of Information Technology and Telecommunications -- is strengthening "internal controls." Which sounds like a good idea.

Apparently, one of the things that 38 year old NYC-TV producer (and, judging by the pic, part time KanYe West impersonator) Trevor Scotland wanted to "accomplish before he was 40" was to become an embezzler.

Apparently, Mr Scotland has achieved his goal!

Congrats all around!

One little thing - as a never incarcerated 38 year old (a "prison virgin" - no pun intended), Mr Scotland might want to refrain from using the expression "Man Up" while visiting the prison showers!

Some of the fellas might take it the wrong way!

As a former employee of NYCTV, (I left because I did not want to be part of shennighans there)the corruption goes far, far deep than just what he did. It started since the Bloomberg administration came in. The GM and all the managers and producers had side piece companies who used subordinate staff to shoot tons of stuff for many businesses. The profits they made through these dummy companies never went back into city coffers, nor to the subordinate staff. Right now, NYCTV is a house of cards. If the mayor is looking to trim the budget, there's the place to go.

And that's really not the issue (even if it is good joke fodder).

What IS the issue is that Mr Scotland;

- ruined a perfectly good public TV station

and

- stole public funds while doing so.

L, your analogy is right on! And in my humble opinion, incarceration is not the answer, but restitution is, maybe some community service and definitely therapy should make a difference in this man's life. Let us hope because this charge is going to follow him around for the rest of his ilfe and that is punishment alone.

Did anyone hear this past week more NYCTV execs are "resigning" as well?

These guys think they are awesome, when they sound more sub-par than anything. Just look at the amount of embellishment on Arick Wierson's wikipedia, as well as staffers like Harry Hunkele. It's funny though, that Scotland's page was recently deleted. Looks like these guys are cleaning up their internet trail.

Hey Tom, maybe you should also post a phone number for those willing to spill more beans?

I'd love to read the article, personally!

If Bloomberg can't keep this clean, how does he expect us to vote for him again to clean up the rest of the City?

If the embezzlement charges are true, I think they should take a good look at his hair plug-sporting boss, Arick Wierson... see where he got the money for the deciduous forest he's got growing prosthetically from his bulbous, fat-head.

The channel sucks... the producers of the show have no idea what enormous potential it could have if only they'd stop trying to be some amorphous hybrid of E! and VH-1. I'd rather watch abortions being performed.

Those guys turned it around for NYCTV.

NYCTV was nothing but a bonified CABLE ACCESS channel.
Before they took it over.
Now it has decent programing..

Maybe some of you are happy watching OLD ASS Robyn Bird and her weird (any kid could watch) show filled with naked perverts at all our of the night.

Rather than Ms. Kelly Choi giving the giving the viewer some cool info about NYC.

Personally I am sick and tired of.
The domincan hour!
The redneck half hour!
REALLY bad music shows!
and non descriptive shows that are produced by people that think turning on a camera and pointing it at a wall for 30 minutes is media.

I dont even know that guy (scotland) but if this were at a studio he would be given MORE $$$$ and a promotion!

Last I heard, DoITT and OMB have a special relationship and it's called Gartner Inc., whose board is comprised of former Bloomberg execs and Accenture, where Commissioner Cosgrave was a managing partner. If you really want to see DoITT's inner workings FOIL the Emergency Communications Transformation Project (1.something billion dollar project) where contractors bill several hundred dollars per hour for giving opinions on the project progress, demote minorities, and sexually harass women. They had one 20-something year old managing the budget. LOL.

DoITT would never reprimand Finance staff even if they were lower level and inappropriate to employees because those in charge could not afford Finance backfiring on their unethical activity. They functionally demoted women who were not willing to do their dirty work and even fired people who complained and gave their budget lines to friends and even the wife of an Associate Commissioner's on ECTP. Would the FED's care about this? Maybe not because it is so embarassing that a Public Safety hub would be be organized like this. If you had an intimate relationship with anyone involved and were a woman, you would get promoted.

When Commissioner Cosgrave was appointed, he would not promote one of the hardest working women in that agency, Deputy Commissioner Brown, who was second in command at the Agency under Gino Menchini and had a great work ethic and graduate degree in public policy. Instead they promoted Larry Knafo's friend, Ronald Bergmann, who likes to give contracts with large commission payouts to wherever Larry Knafo and Gino Menchini work as account reps. FOIL Computer Associates, Cisco and Northrop contracts. More disgustingly, City Hall arranged it at the onset that any internal employee complaints would be decided upon by the Commissioner and not General Counsel. Most insiders who complain about the mismanagement get terminated or put on probation. Everyone is too scared to bring the truth to light. Most complaints were against the Finance Staff as they prided themselves on the power they had following malaligned orders. DoITT would never reprimand Finance staff even if they were lower level and inappropriate to employees because those in charge could not afford Finance backfiring on their unethical activity. They functionally demoted women who were not willing to do their dirty work and even fired people who complained and gave their budget lines to friends and even the wife of an Associate Commissioner's on ECTP. Would the FED's care about this? Maybe not because it is so embarassing that a Public Safety hub would be be organized like this. If you had an intimate relationship with anyone involved and were a woman, you would get promoted.

The old saying one bad seed spoils it for all goes without saying at DoITT. DoITT's Agency Chief Contracting Officer knew NYC TV was corrupt and that those folks did not follow any rules. She often complained about NYC TV and ECTP as both those units at DoITT were flooded with the same schemes. Instead of correcting it, the Commissioner allows the agency to doctor paperwork retroactively to cover it up. This paperwork is for many millions of dollars. Once consultants cash in under one company contract, they move to another company or form another company and get DoITT to run their companies through umbrella contracts, where no bidding is required. Makes you wonder how many people's hands are really in the pot.

DOI knows about DoITT, but does nothing probably because of how outrageously insulting it would look if they did because the mismanagement is to the effect of hundreds of millions, not 60k. Bloomberg sure is an IT guy.

Cosgrave was a VP at Crown Consulting before his appointment. The President of Crown owns Deep Water Point (staffed with former ECTP contractors), a company that is now doing business with ECTP. CONFLICT!!!!
