Obama Fires Government Watchdog Critical of CUNY's Teaching Fellows Program

President Obama may have a big political controversy in the firing of an inspector general overseeing the federal government's sprawling community service program -- and there's a New York angle.


Federal watchdog Gerald Walpin [pictured] was fired last week, the White House said, for supposedly being "confused" and "disoriented." Walpin's job was to keep an eye on the expenditures and operations of the huge Americorps program, along with all of the organizations that it funds.


Walpin had just issued damning audits of two high-profile programs, including the widely lauded Teaching Fellows program, run by the City University Research Foundation. (Here's a story that lays it out pretty clearly.)


That program places mid-career professionals as teachers in the New York City public schools, allowing them to teach while earning a modest salary and working toward their degree in education. The program has received tons of favorable coverage in the New York Times and elsewhere, but has been criticized by teachers unions.


Walpin's audit [pdf] found that the program could not prove it was doing criminal background checks, had taken more money than it was due, didn't follow certain Americorps rules, failed to regularly file required forms, and did some sloppy record-keeping.

In all, Walpin questioned awards to the program of $16.1 million and $773,000, mostly on administrative grounds. He also says the government should stop the program and recover $75 million spent over the past six years.


CUNY pledged to make changes, according to the audit, but didn't go all the way. It also refused to return any money, and defended its policy of accepting background checks supplied by the city Department of Education. The Corporation for National and Community Service -- the official name of the agency Walpin oversees -- refused to ask for any of the money back from CUNY.


In a letter [pdf] to CUNY president Matthew Goldstein, Walpin in essence says that the money CUNY gets from Americorps is redundant. Basically, CUNY doesn't need it:


"The program doesn't work because it adds no service to the community which is not already provided by the Fellows program," Walpin writes. "Therefore, taxpayers are not getting their money's worth. The [government] could accomplish its goals more effectively if the funds for these grants were used... in communities where the need exists."


Walpin cites a newspaper report which he says proves that educational awards are being used to deprive college graduates of teaching jobs because the money is going instead to taxpayer-financed teaching fellows.


Goldstein, for his part, accused Walpin of acting outside the scope of his authority.


What started as a bureaucratic flap got spicey last week when Walpin, a holdover from the Bush administration, was placed on 30 days suspension without pay by the White House.

In a letter to Congress, White House lawyer Norman Eisen claimed that Walpin was "confused," "disoriented" in a May board meeting, and "unduly disruptive".


But Walpin told Fox News today that the explanation for his firing was "baseless," and "absolutely wild."


He claimed that the Obama administration was pissed off over the fracas with CUNY and Goldstein, and another spat over a negative audit of the Hope Academy, a school founded by former NBA star Kevin Johnson, now the mayor of Sacramento, California.


"The board at that meeting was clearly angry at my temerity," he told Fox News.

This Walpin dude sounds real stable...(joking).

Not exactly the personality type to hold the position of an inspector general. Any statesman who goes crying to FAUX news about how Obama is man-handling him isn't exactly the sharpest tool in the shed, and he certainly does not seem apartisan in his approach to the Obama administration.

The man is a definitely overdue for an MRI and geriatric consultation. No kidding; he may have an organic illness or something. Nonetheless, if he wouldn't retire on his own, since he was obviously incompetent, then there was no choice but to fire him before he did irreparable harm to someone or something.

MAKES A WHOLE LOT OF SENSE. Yeah skeptical, keep drinking your kool-aid and wearing your tin-foil hat and casting aspersions upon the messengers (at least the VV and Fox News aren't cowed by the current Admin) rather than paying any attention to the very real political implications of a dubious firing of a watchdog pointing out potential fraud and abuse.

A real skeptic might wonder if you are on the receiving end of the AmeriKorps, or TeachingFellows, federally-funded gravy trains.

The Soviet Union did the same thing to dissidents -- claim they were mentally ill when they exposed to horror being committted under communism.

The fact that Sacramento Mayor/Sports milliionaire/Obama supporter Kevin Johnson did misuse $800,000 in taxpayer money, was allowed to make a settlement to repay half of that, and now says that he can only pay $77,000 because no one know where the money went, well that is vindication of Mr. Walpin. Of course the Americorps board members don't want to public to know they are giving taxpayer money to cronies of politicians with no safeguard or accountability. Did the Enron Board ever ask for an investigation?

Skeps, the administration attempted to fire him in a way that completely circumvents the law which protects IGs from this sort of meddling. When it became clear that they had to provide a reason to Congress, they claimed the IG is a cognitively-impaired codger.

Certainly, a fellow still has a right to stand up for himself. This isn't Iran.

When President Obama promised to change the way politicians do business in Washington, voters thought it would be a good thing. We're finding out more and more each day just how wrong we were. President Obama simply replaced the partisan politics of Washington with the corrupt politics of Chicago. Those who dare to oppose him will be demonized and/or eliminated, as Mr. Walpin was.

Where's the outrage from Democrats who demanded an investigation when President Bush fired eight Attorneys General? Even though the AG's in question were Presidential appointees as Mr. Walpin was, Democrats insist those firings were politically motivated and illegal. Yet, not a peep from them about the firing of Mr. Walpin without proper notice or cause. No questions about the personal relationship between the President, the First Lady and Kevin Johnson, the man Mr. Walpin determined had "misdirected" $800,000 in taxpayer funds. With Mr. Walpin out of the way, Johnson, who is now Mayor of Sacramento, will have access to billions in stimulus money thanks to his good friend, Barack Obama.

Mr. Raymon I do not believe that you can call Mr. Walpin "a holdover from the Bush Administration" as he is an independent IG for an organization that is authorized by Congress. For any President to have oversight he must get agreement from Congress which is why this is something that should be completely covered by the media.

I don't care if the old guy so senile htta he walks around with a diaper and sings Pee Wee Herman songs. As long as he's safeguarding our money he is exactly what our country needs.

But of course,Skeptical isn't concerned about that. He's only concerned about getting his fair share of the $2100.00 tax Bill I'm about to send to the I.R.S.

My money is being used to wash a Millionaire's car. Wow. Makes me warm and fuzzy inside.
