Speaker Quinn Pads Campaign Staff with Council Staffers

cquinnofficial.jpgIn Mid-July, Jan Messerschmidt, the manager of City Council Speaker Christine Quinn's re-election campaign, sent out a letter to supporters. In just over a month, Messerschmidt bragged, the campaign's "more than 90 volunteers" had logged thousands of door-to-door man hours, garnering enough signatures to put Quinn on the ballot in District 3, which spans from Soho to Hell's Kitchen.

It turns out that many in Quinn's touted group of dedicated volunteers have a strong personal interest in her being reelected -- indeed, their jobs may rely on it. According to documents the Voice has obtained, thirty-one of the "more than 90" volunteers are current staff members on the City Council,.

This is campaign season, after all. And with campaigns come the time-honored ritual of the counsel staffer stumping for the boss...

The Board of Elections strictly prohibits council employees from working on political campaigns during business hours. They can volunteer in their spare time.

According to the campaign's Board of Election filings, the list of staffers includes press secretaries Anthony Hogrebe and Andrew Doba. It also includes some of the most highly-paid staff members on the council, people like legislative counsel James Caras or longtime City Council staffer Wayne Kawadler, who each earn salaries of more than $150,000. Kawadler was Quinn's campaign manager during her 2005 council run. (When Quinn became speaker, she dismissed 22 percent of the council's staff, in a move Gotham Gazette referred to as "Quinn-ing the council.")

From the documents, it look like the staffers kept pretty busy this summer. Even during the busy weekdays running up to the budget agreement -- which was June 15 -- twenty-four presumably overworked staffers found the time to volunteer for Quinn. Some of them don't even live in her district -- which is permitted by the Board of Elections if you are just going around petitioning for signatures. On a single workday, June 10, one young aide who lives in Brooklyn, Danielle Castaldi-Micca, managed to bop all around the district (we hope it was after work or on her lunch break), obtaining 55 signatures for the speaker. She went from 12th Street to 21st Street, and from Bleecker Street to Greenwich Avenue. That's a lot of walking.

Reached by phone yesterday, a spokesman for the Quinn campaign confirmed that the number of council staffers who petitioned "seemed accurate," but vehemently denied that any of the volunteers campaigned for Quinn on city time.

Anthony Hogrebe, the current city council spokesman, also confirmed yesterday that he had volunteered for the Quinn campaign over the summer, during his own time. "I like the speaker," he told the Voice. Was that sort of the thing expected around the office this summer? Hogrebe said no.

When Quinn was busted for allocating funds in the city budget to fictitious groups and then doling them out in exchange for political favors, the scandal destroyed her chances of becoming Mayor in '09. She therefore strong armed the City Council into extending term limits, which would give the public four years to forget about the slush funds before she runs for Mayor in 2013. Those of us who know the truth about Quinn will NEVER let the public forget about all of the lies surrounding the slush fund scandal, the campaign corruption, the term limits fiasco, her betrayal of the LGBT community surrounding the false prostitution arrests of middle-aged gay men, her refusal to endorse the democratic candidate for Mayor, her decision to rubber stamp an NYPD rule restricting NYers freedom of assembly, etc.

She is attempting to buy a third term with public funds and manpower. I hope everyone will get out on election day and vote her out of office. Let justice prevail....Kick her out of City Hall where she has done nothing but block legislation that would benefit our city.

Now I understand how all of Quinn's staff staked claim so early to the line of people trying to get into the City Council debate of last week. Everybody's been trying to figure out how did Quinn's supporters get their hands on tickets and manage to show up at NYU hours before people typically get out of work. I just don't see how Quinn can keep playing dumb, while all these questionable acts (slush fund scandal, now using city time for political activities) keep happening around her -- and coincidentally, all in her favor. Either Quinn really is ignorant of what is going on, or she is not. Either way, this doesn't portray the kind city council member I'd want to have return for a third term.

Speaker Quinn has been doing this for years. She had many of her staffers working on different campaigns on public time. Why hasn't Quinn been arrested yet for the slush fund scandal? Quinn is the symbol of municipal corruption. Some one should publish the list of Quinn's staffers that are working on these campaigns on public time, they all should be arrested on a conspiracy theory of filing a false instrument, their false time sheets. They are stealing money, plain and simple. Does anyone know if Quinn's bulbous cockroach staff attorney Laura Popa is working on Quinn's campaign? She worked on Gifford Miller's Mayor Campaign and everyone hated her guts. She poisons any room that she enters and she will hopefully poison Quinn's reelection campaign.

Christine Quinn has abandoned her constituents repeatedly in pursuit of her own, power-hungry goals. As a lesbian, I am ashamed that she so frequently hides behind her gay identity when she's caught selling out the City Council to the Mayor's office and worse, selling the City to developers who don't even consider the best interests of the city--let alone take those considerations to heart.

The city is in the worse fiscal shape it has been in decades and she's using staff for her campaign? If they are that expendable to the work of the City Council, maybe the city would be better served seconding her staff to the schools or to one of the social service agencies whose budgets she has merrily joined the mayor in cutting.

She should leave office. 10 years of her service had only emboldened the political machine that she once eschewed yet now embraces.

I was the vice president of her political club (chelsea reform democratic club). She is totally two faced and does zero work for her constituents. She is lying every time she speaks. She is soooo corrupt and she has lackey's in the club to do her bidding. Seriously, it is pathetic. Ballot stuffing, taking $ form developers, promising affordable housing with the rezoning (we got very little), over turning term limits. Trust me, she would stab her parents in the back to get elected.

I live in Quinn's district and I think she's done a lot for us. Her special letter, for example, that went out about a series of muggings of older women in the Village was especially important to me since I walk a dog at night and don't listen to TV news. Her letter was the first I'd heard of it.

And I thought the slush fund preceded her and she started to take steps to do away with it.

As for not endorsing the Dem candidate for Mayor? I'm with her 100% if it's either of the current candidates. I don't like Bloomberg, but get real. Those guys would disatrous as Mayor.

Thanks for a great piece exposing Quinn. I made a playlist of the Villager -- NYU sponsored debate debacle where they turned away the press including NY1 and seniors including a handicapped senior in a wheel chair that we battled with NYU staff for way too long until finally they let him in.
I couldn't help but wonder if the accusations were true that the Villager did give Quinn inside info and preferential treatment allowing her to get her supporters to the front of the line and in the door and because of your article I wondered how many are city council staff members and or campaign staff that attended the debate and were they on company time?

Quinn and yet another staff member comes off as criminals yet again but as usual no seems to be policing her and the conflict of interest board doesn't think anything is a conflict of interest!
