​Great -- on uneventful Election Day, a kitten-torturing story. Granted it's in Syracuse, but unlike previous kitten torture stories, this one's got a techonology angle: Rascell Williams is accused of hanging the kitten by its neck and videotaping it -- and don't think we haven't got crack teams of reporters scouring the net for that footage. Joanne Cichy found the video of the kitty "struggling before going motionless" at the end of a belt and realized the magic had gone out of her relationship with Williams, her live-in boyfriend. Apparently Williams did the torture as a Halloween prank, which will no doubt figure in his defense; as the kitten survived, he is charged with unjustifiable animal cruelty, as opposed to, oh, we don't know, unjustifiable animal murder one.
